Horace Flowers, ESQ.

Horace Flowers is a practicing attorney who has an extensive background representing clients both in the private and public sector on various matters involving the implementation and administration on all supplier diversity related matters. Most notably, Mr. Flowers, has been special counsel to several major law firms, accounting firms and corporations on compliant matters involving strategic relationships with minority based businesses for the purpose of certification and business teaming relationships. He also served as outside counsel to the New York & New Jersey Minority Supplier Development Council whose primary mission is to facilitate sourcing opportunities between corporate America and minority businesses. His practice also includes acting as special counsel to several law firms representing clients subject to criminal and civil prosecution involving matters of fraud and abuse of government related minority based procurement programs.
Mr. Flowers’ background includes the following:

While at Darryl E. Greene & Associates, he participated in several Croson disparity studies for several municipalities, including the City and State of New York and the Los Angeles County MTA. He also served as outside counsel to the NYC School Construction Authority, NYC Health & Hospital Corporation and The Regional Alliance for Small Contractors, advising them on the creation and implementation of M/WBE program development.


During his tenure at New York State Transportation Department, he was responsible for ensuring that all U.S. Department of Transportation recipient agencies in New York State were in compliance with their DBE program requirements and also participated in the drafting of New York State’s M/WBE program statute and regulations.

 

James Rice, Esq.

James Rice is the Director of Trusts and Estates at McCabe and Associates. He has handled trusts, wills, pension and IRA issues and business succession planning for people of all income levels who are interested in protecting an estate for beneficiaries.

Mr. Rice also handles corporate and business transactional issues, focusing on commercial real estate finance and leasing. He is counsel to a European based renewable energy company in regard to some of their US interests.

In addition to his estate planning and transactional work, Mr. Rice has litigated commercial cases and securities claims. He is a past President of the NYC Association of Insurance and Financial Advisors, and a former attorney with Equitable/AXA.
